Sponsored by Sen. Shawn Mitchell, R-Broomfield, Senate Bill 117 would limit permit fees charged by cities and counties to a maximum of $300 for residential solar projects and $1,000 for nonresidential projects.
Currently, Mitchell said, some cities, such as Denver, charge as little as $60 for a permit, while others, such as Aurora, charge upward of $1,300.

The question should not be “how much should the government charge to allow you to place solar panels on your house”, but rather the question we should all be asking is “why do you have to pay the government for permission to install solar panels on your private property?”.
I'm sorry I have never heard this before. Why are we paying for the right to use solar? Alot of homes use them for pools and hot water heater in Florida are they paying to have it?
I think if anything they should received a tax credit for being green.

The fee isn't for the right to use solar, it is for the building permits needed to install the solar panels. I think it is stupid to have to pay for government approval for any home improvements, but this one is really bad as even most big government types can see how this fee the environment, even if they don't care about the people who get hurt by these oppressive fees and taxes.
