Applications for concealed-weapon permits rise

Applications for concealed-weapon permits have skyrocketed in Colorado, with the increase fueled by everything from heavily publicized mass shootings to routine renewals, according to the state's sheriffs.

I think it is good that more people want to exercise their second amendment rights. The only thing that bothers me is that an application is required. The second amendment says “the right of the people to keep and bear arms shall not be infringed”. I don’t see where it says anything about that being the case only after you have obtained the proper government approval. I guess our government wants to decide who is, and who is not, a proper member of "the people"?
