14 year accused of "inapropriate touching" and making sexual comments is already a sex offender?

DENVER -- A 14-year-old male student at Halcyon High School in Boulder has been arrested after a female student said he touched her inappropriately and made sexual comments to her.

Police said the boy is a registered sex offender as a result of a previous incident, but they weren't releasing details about it.

This young man should be punished, but really should we be labeling a 13 year old boy as a sex offender? What ever happened to suspension, or calling his parents? Seriously, it doesn't sound like this kid has done anything too out of the ordinary for a kid his age.

This whole sex offender registry thing really bothers me, and to label a person who is 13 as a sex offender and to have that status follow them for the rest of their life, really, really bothers me. A lot of kids probably have done some inappropriate touching or have said something sexual to other kids. That does not mean that they will be deviants as adults.
