If the city cannot get voters to approve of making medical marijuana illegal, they will just zone it out of existence. That seems to be the plan. Make the application process as cumbersome as possible, issue as few licenses as possible and zone the others out existence. All while claiming to not be against sick people who need medical marijuana, or even not so sick people who it still makes them feel better in much the same way a bottle of beer helps some people calm down after a hectic day.
